The Lead Agency Transfer
(2010)


In July 2009, the S.C. Governor's Office initiated the process of transferring the lead agency status of BabyNet, the state's I.D.E.A. Part C Program for infants and toddlers from the office of the S.C. Department of Health and Environmental Control (DHEC) to S.C. First Steps to School Readiness.

The goals of the transfer would be to:

Ensure a seamless, inclusive and largely "invisible" transfer

Ensure continuity of service to all existing clients

Preserve the state's existing eligibility definitions under Part C:

  • Seek efficiencies, insert safeguards and maximize service to children
  • Explore new service delivery modles
  • Seek opportunities to further empower families and connect to existing community resources
