Program Coordinator II

LOCATION:  Office of First Steps, 1300 Sumter Street, Columbia, South Carolina

MINIMUM TRAINING AND EXPERIENCE QUALIFICATIONS:
A bachelor’s degree in early childhood education or related field and five (5) years of experience managing an early childhood program inclusive of early literacy strategies and instruction or an organizational agency for families or children.
Preferred: A master’s degree in early childhood education.

SUMMARY OF JOB DUTIES:
Coordinates services and systems among partners of the Early Reading First Collaborative (SCERC) project to include staff development, budgets, community liaison, parent involvement, multidisciplinary coordination, and educational programming.  Recommends changes and improvements related to operational systems.  Organizes and facilitates the coordination of documentation procedures and policies required to include budget expenditures for the project and required reports.  Develops a system of record keeping to ensure compliance with state and federal regulations.  Collaborates to plan and organize site parenting implementation, transition programs, summer readiness programs, training for coaches and staff, and to ensure overall implementation of grant requirements.  Oversees the planning, developing, and monitoring of operational activities of county and state budgets, purchasing of materials, equipment, and supplies.  Manages and develops contracts for Lee and Darlington County First Steps.  Communicates information regarding goals of the SCERC project.  Establishes relationships with participating public schools, Head Start, and private preschool centers, and coordinates with First Steps’ Centers of Excellence and CDEPP to ensure continuity of all program components.  Disseminates information and reports on evaluation progress in a timely manner.  Visits centers/schools and staff, responds to telephone inquiries, and provides outreach and public relations support.  Organizes the data collection process and serves as a liaison between collectors, evaluators, and sites.  Facilitates completion of required reports.

A bachelor’s degree in early childhood education or related field with a minimum of five (5) years of experience teaching in or managing a preschool or kindergarten program inclusive of early literacy strategies and instruction.
Preferred:  A master’s degree in early childhood education.

SUMMARY OF JOB DUTIES:
Manages and administers the SC Early Reading First Collaborative (SCERC) project on a daily basis, providing leadership, staff development, budgets, community liaison, parent involvement, multidisciplinary coordination, and educational programming.  Recommends changes and improvements.  Organizes and facilitates budget expenditures for the project.  Coordinates with Early Literacy Coaches and Early Intervention Specialists on a day-to-day basis.  Conducts observations, conferences, and meetings.  Designs and implements professional development plans for staff.  Collaborates with county directors to plan and implement training/coaching for staff to ensure curriculum and overall program fidelity and performance planning/monitoring.  Manages contracts for Lee and Darlington county First Steps.  Coordinates with county directors to keep staff, parents, site staff colleagues, and the community informed regarding goals of the SCERC project.  Establishes relationships with participating public schools, Head Start, and private preschool centers and coordinates with First Steps’ Centers of Excellence, CDEPP, and Reading First to ensure continuity of program components.  Disseminates information in a timely manner.  Visits centers/schools and staff, responds to telephone inquiries, and provides outreach and public relations support.  Coordinates with other staff to establish measurable progress towards the achievement of ongoing benchmarks and goals for children outlined in the SCERC project.  Facilitates completion of programmatic and financial reports.  Assists with ordering and monitoring ERF materials at each site.  Implements project objectives following the timetable outlined in the grant.  Assists in the development and implementation of transition activities to ensure a seamless transition for children and families from Pre-K to kindergarten.  Provides reports/information to the management team as requested.  Coordinates services as an integral part of SC First Steps program and the local programs instructional services.  Promotes school and community relations with individuals, groups, and agencies within the community regarding SC First Steps, Darlington and Lee County First Steps, and SCERC Services.  Advises staff, administrators, parents, teachers, and other professionals on current scientifically-based reading research.
