
Each of South Carolina's 46 counties is served by a First Steps County Partnership -- leaders elected by the community to determine local early childhood needs, who fill gaps in service by:
- Supporting or expanding existing services (ex: funding a local school district's early childhood program or adding health screenings to a child care center program); or
- Providing direct services through the partnership (ex: parent education or mentoring in home or community settings).
