Fiscal year 2025 was a year of focus and foundation-building at South Carolina First Steps. Through 46 Local Partnerships, 362 First Steps 4K classrooms, and strong collaboration through the Early Childhood Advisory Council, we strengthened the system of individuals and organizations that care for and educate our state's youngest children.

In fiscal year 2023, we saw parents, partners, and policymakers step up for our state's youngest children. With 54,241 children directly served, First Steps responded to their overwhelming desire to give babies, toddlers, and preschoolers the best start in life. In 2022, the General Assembly allocated $3 million in recurring funds to be awarded to local First Steps partnerships through a grant-making process. This report describes how Resources for Early Acceleration and Development in Youth (READY) funds have been deployed to sustain and expand evidence-based parenting programs, increase the quality of child care, and address pressing workforce and infrastructure challenges.
